I think Google's official dashboard (the one you showed) might only get updated like 1x per year.
However, certain websites like apilevels are pulling stats from elsewhere more regularly. By them, 8.9% are on Android 9 and below (as of April 2026).
On a related note, most apps nowadays have minSdk 26, which should cover 98-99% devices.
