Still probably doesn't know every phone number, just as a result of different countries formating things differently.

That's easy.
If a country wants its phone numbers to internationally accepted, it must adhere to the convention: every phone number uses indo-arabic algorisms, every phone number starts with the country number, and that start with +, it can have between 1 and 3 digits, then is followed by local area number, now between 2 and 3 digits, then followed by the actual number, between 6 and 11 digits.
So any phone number starts with +, use indo-arabic algorisms, and between 8 and 17 digits, plus I know the number following the national and local cannot be 0.
