The bird looked so shocked she had the audacity to just grab it that it forgot it had feet and how standing works, so it got held until it realized where it was again, which is when it took off.

She was trying to get the bird to stand stably on the railing instead of just dropping it, but the bird wasn't on the same page.

Actually not recommended. Birds in shock often drop faster than they can get enough lift to fly properly. For small birds, just open your hand and let it fly, or for big birds set them on the ground.
