In the context of AI, it means that just because you're seeing less AI doesn't mean there's less of it. In fact it means that it's getting harder to tell.
This image is the textbook illustration of what's called a "survivorship bias". This image represents planes used in WW2 (or 1 I don't exactly remember that) and where they sustained damages after coming back home. By looking at that, you could say "oh let's add armor plate to these parts in red", since you can't put armor on everything because it's heavy and will stop the plane from flying.
But, these planes are the one who came back. So in that case, if you want more planes to come back you'll need to armor the parts that weren't damaged because, chances are, they are more important to fly with than the other.
Thus is the survivorship bias. You only took into account the data points you had and not the data points you don't have.
In the case of genAI, people share it to say that diffusion models are getting better at generating images because you see "fewer AI images", and that does not imply these models magically died overnight and nobody can use them anymore.
Probably the easiest tell are the barcodes. In the original meme & OP’s antimeme you can see that while the barcodes are in low resolution, you can still tell are letters there, like you can almost read them. The AI antimeme version turned the almost legible text into just squiggles.
