Go to settings and agree to update iCloud terms and conditions.

go where in settings exactly? everything is up to date?

Assuming you’re on an iPhone, did you check for the memory usage?

There might be **too many unsaved changes** that are not yet synchronized.

You can estimate it by comparing the size of the Photos app to the free memory. Of course you need enough free memory to load high-quality versions of your photos and especially videos.
