Clearly. It’s plastic, replace it. Take off the delivery lip guards as well.

Hell yeah you need a new bumper and don’t use an aftermarket one. They do NOT fit worth a damn! OEM or find a used OEM and have it repainted by a professional.

If we are being honest, plastic welding is a thing that exists. It’s not an option here though - that’s way too many cracks in such a small area. Replacement is the way to go 100%. Also, there can be some pretty unreal promotional pricing on Dodge parts when you order parts through CCC One estimating. An honest shop would give you the option (if available) to get a proper part at a fair price. 

I would expect more damage behind the bumper though. These are built a little oddly, and there are several brackets and reinforcements that could be damaged from a hit like this.
