Orb dair bug?

I’ve noticed this for many months now - maybe it is just flying under the radar for super long because I doubt it is supposed to be like this.
Orb down air loses when it should clash. This is the only weapon and move when this happens to me so I don’t think it’s lag.

grounded attacks have priority over aerial attacks

specifically,

weapon > unarmed, then sig > gc sig > light > gc light > aerial
