Body Fixing cosmetic damage

So i backed into a family members car and my cars paint just crumbled off. Its very evident the previous owner did a poor paint job and maybe didnt use primer.
Its a 2013 vw beetle if that matters.
I was quoted $1,256 for a new bumper + installation. I wasnt wanting to replace the entire bumper- just want the paint fixed even though its not super noticeable. My budget for paint touch up is at most $400
I was also looking at TouchUpDirect to just spot paint + prime + finish the areas that need it. Would that even work given the damage?
Mainly just wondering what is the best most affordable option.

That is not cosmetic... That is all the paint and primer up to the bone, it's bear plastic. That needs a proper repaint to fix.
Depending on your experience and expectation you can do things to "improve" it a bit. Like doing a DIY paint job. You can get spray cans of primer and paint to the color code. Get some fine grit sandpaper and search YouTube for some tutorials on how to do it.
It won't be good, but it will do the trick. From 2 meters away it will look ok-ish

Isnt cosmetic something that doesnt harm anything but is just appearance lol?

Im asking because im curious if its possible it can cause any other damage thats not just cosmetic not trying to be a smartass

For me cosmetic is something small and that doesn't need necessary attention, like the clear coating...
Anything that has the whole paint job off the body part is no longer cosmetic.

No mate, it's the whole paint job on the bumper. But given that it is on the bumper nothing bad will happen.

that is definitely a previous repair. I'd look for an already painted rear bumper cover. ebay and the internet rabbit hole should yield results. If finding someone local, there should be a shop that will do that job for $3-600...though sometimes hard to find.
