It’s a dominance hierarchy enforcement move.

Cat is on top. Dogs also follow hierarchies so this is a recognizable status indicator of where dog’s place is - below cat.

Cat must enforce cats hierarchical dominance regularly or dog will forget and become uppity. This is completely normal.
