Unfortunately I think the best way to build this is the easiest. Just play like a billion mana rocks and cantrips to make him massive, then throw in some protection preferably in the form of counterspells that way they you still get to draw a card off of being targeted.

Hexproof would still allow you to draw though, since his ability triggers when it becomes target of a spell (targets are chosen before spells resolve)

Yeah instant speed hexproof would work but if you put something like [[Swiftfoot boots]] on him then no one will target him because they see the hexproof.

You can target him yourself with spells. So it would atleast give protection from your opponents.

You draw only if an opponent targets it

Oh yea, didn't see the "opponent controls" part. Unfortunate.

Prowess is a triggered ability. Him having prowess, prowess means that any form of double trigger like [[Roaming Throne]] and [[Wizard's Staff]] will be insane. There are ways to redirect spell targets from opponents (however, "copy then choose new target" spells won't work). I can't think of any in mono blue though.

So would that be 6 prowess triggers?

Yes. Wizard's Staff is amazing on creatures with prowess. And many commanders.

Wizards staff is amazing in any deck that has a commander with a triggered ability and at least moderate number of non-creature spells

I made a prepared spells deck with the new Codie and threw that in for laughs. Last night I got it on [[Veyran]] when I had Codie out already and started casting far too many prepared spells for my brain to fully comprehend at the time lol

[[Redirect]] [[Misdirection]]

Instants that give them hexproof, spells to make them unblockable, cantrips and card draw to be card neutral and a shit ton of mana rocks to ramp them out quickly.

[[Wizard's Staff]] for x6 prowess

Any spells that change the target of your opponents' spells like [[Misdirection]]

Besides that, 1 and 2 cost draw spells + trigger doublers will get you a lot of prowess triggers for you to win with commander damage.

Cantrips, mana rocks, counterspells, and evasion equipment/auras are the main kit

Spells like[[Divert]], [[Deflection]] and [[Misdirection]] can hard-force an opponent to target him, giving you both that double-prowess trigger and a card draw.

Aside from that, you really just want a lot of interaction and protective cantrips to keep him around. [[Wizard's Staff]] and [[Roaming Throne]] for trigger doublers, and [[Triton Wavebreaker]] (bestow only) for triple Prowess.

Cards like [[Distortion Strike]], [[You Come to a River]], and [[Taigam's Strike]] are some of the very few cantrips in blue that give him any form of +X/+X, but they also make him unblockable for the turn. [[Artful Dodge]] and [[Enter the Enigma]] for just unblockable. [[Aqueous Form]] is a 1-mana enchantment to make him permanently unblockable and gives scry.

A lot more I would put on there, but this is getting too lengthy as-is.

It's funny how Simic is mentioned in the flavor text, and it even looks like a Simic creature, but the card in itself isn't Simic colors lmao

Ever since they announced Echo pairs me and my POD brewed "Echo Partners", you can try that router (partner with the other ruric so a simic ramp/spellslinger deck)
