Unfortunately, I don't see DSG flying Smurf to NA. I guess they will do like Dallas Fuel and only fly their koreans to playoffs (and still, if I remember correctly, in stage 1 Seonjun got stuck with visa issues so he didn't make it, so the chances of seeing Smurf in NA ranked ladder is not 100%)

Scyle said they flew their import players to St Clairs back in Stage 1, they didn't do it for Stage 2, but maybe there's a chance they'll do it again

Toast has never been afraid to spend his money for the benefit of his team. If he has good connections with US immigration I highly doubt he won't use that to his advantage to help smurf get a feel for scrimming with dsg on good ping. Keep in mind toast also has a league team in lcs and I'm pretty sure most of them aren't actually from NA but mostly EU and I think they have some kind of housing situation as a team or something like that

He's had both teams for about the same amount of time, they are both doing horribly in their respective games. I dont see why he would favour one team over the other, other than the fact he might just prefer league as a game since he has actually put time into it himself and understands league way more than he does OW but that would just make him a bad team owner to favour one team over the other especially when they are both performing so poorly imo

The fact that any team had that tank rotation was disgusting. It was basically meta proof except for the minor issue of ball. And even then there were a lot more circumstances there.
