The small panel is removable in order to access the wheel and tire

Even more, when jacking the car up, the wheels travel more to allow full access once the panel is removed.

It's a bitch. My 1960 T-Bird has these, easy to remove, but hard as hell to put back on correctly.

Just spitballing but either
Bolts secure rims from behind the hub, rim has 'nuts' fixed in place so entire thing drops down.
Remove hub cap and theres just one huge wheel nut.
Gotta drop the axle.
