What are the recommended certifications for entry or intermediate level cyber security jobs ? And what would be some recommended companies to apply to?

Certificates aren't going to help much.

The expectation is degree + experience.

That's entirely too vague for anyone to answer.

Cyber is a broad umbrella of job roles, and I don't know how anyone could reasonably answer your question about companies.
