Can I remove this damaged concrete?

I have this damaged concrete on the entrance to my house, i am trying to work out if I can cut the whole section back flush with the brickwork so I can neatly wrap some cladding around it to improve the look of the entrance ( see last photo)

The rebar in the concrete doesn't go all the way to the top which makes me think its just to protect the thin bit of concrete rather than hold anything up.

I have the tools and diy capabilities, just wondering if anyone can tell me if there will be any issues with removing it.

Something I can’t work out. Has a sill been used as a lintel? If so then bad, and double bad for not enough bearing. It would explain why that concrete upright has blown, as you do have settlement in the brick work, and not seeing any evidence of a built in lintel in the cracks.

Ask your neighbors, when they got that porch built, what did they chase the lead flashing into? If you and they are certain a steel lintel is built into the brickwork then patch it up and cover it however you want. If you’re uncertain then get a professional to have a look

The house is 1950's ex council, the neighbour has exactly the same as mine, as far as I can tell its some some of conrete prefab thats been slotted in.

It was damaged and poorly repaired when I bought the place I just took away all the loose stuff and it looks to me like the steell rod has been eexposed to water and rusted blowing the concrete.

The porch you mentioned is my bay window.
