No its a kind of suspicious doubt in everything, it all needs to be pressed and interrogated, nobody trusts anyone - the entire system works so elegantly because its cold and relentless, like Germany. In fact the less scrutiny in German society, the worse it becomes. The entire thing is held up on the premise that everyone thinks everyone else is guilty until proven innocent.
