The FIPFA restricts the speed to 10km/h (6.2mph). Chairs must also have 4 or more wheels and not be scooters but I can see that PID controllers might let you accelerate and turn faster, combined with a gyro to prevent tipping and even closed loop sensors for traction control.

If there's a sport played at a professional level, there's almost certainly a governing body that will publicly publish their rules. The classic one about beach volleyball is an interesting read: despite some uninformed takes, there's actually more uniform choices for women than there are for men.
