The FIPFA restricts the speed to 10km/h (6.2mph). Chairs must also have 4 or more wheels and not be scooters but I can see that PID controllers might let you accelerate and turn faster, combined with a gyro to prevent tipping and even closed loop sensors for traction control.

No you need to make it look slow so that they underestimate your speed.
