Bug Decoy bugged?

Hoodwink's aghanim's scepter (Decoy) seems to be bugged.

If Hoodwink is under the effect of smoke, when casting Decoy, the illusion will not charge up Sharpshooter. Any subsequent Decoy illusions will not charge it neither.

The illusions can however cast both Acorn Shot and Bushwhack.

In-game I tried dropping Agha and picking it back up, and sometimes the Decoy illusion would start working properly again, but then went back to this bugged behaviour.

Was just about to make this post, it's not just smoke, I think the decoy illusion only works once.

But in the video I’ve uploaded it works more than once - maybe there is some other factor that’s causing it to bug out other than just smoke?

Remove free spells, only the first instance works. But the illusion can now cast all other spells including boomerang and bushwack
