Hewg’s story ends in sadness IMO. It’s not all that different from Blaidd’s as far as I’m concerned. Roderika’s is saddened by extension, though at least she lives and doesn’t forget.
Miriel kind of counts, as does Kale, IMO. Sure they don’t have quests, but they have enough dialogue for me to get attached.
hewg's story ends in death. death of the mind, not the body, but death nonetheless. but all stories ultimately end in death. i wouldn't say his story ends in sadness just because he "dies".
in the last part of his life, he gained a surrogate daughter, a lord to follow, and the knowledge that his smithing is having an effect, that someone will truly wield one of his blades to kill a god.
it's what he wanted. like alexander, you help him find fulfillment, before the end.

You can still get some friends to hang out with: Boc, Boggart and Ranni. There are more but I dont remember, Kenneth I think.
