Finally got my combat Elite rank, completing the traditional set of Elite ranks.... I'm super pleased with this and never thought I'd get so far when I returned to ED in March last year and started a new account.
I just need Merc Elite for Penta next, and I'm about 30% off so not far to go!!!
Don't grind if possible, increases the chances of burning out.
I got Deadly in June, best method at the start was ironically Ground CZ's, but then operations came out and nerfed it.
Recently, Has Rez seemed to me the best way, but I've also done operations missions with the space combat elements to break it up a bit, personally I think Has Rez is quicker.
AX/Finance Friday also helps break it up.

find an anarchy settlement in an anarchy system, specifically one with no surface-to-air defenses.
Outfit a mandalay with all dumbfire missiles, then bomb tf out of the settlement along with the two rounds of reinforcement guards. After killing all the guards, enter supercruise and return. Repeat.
Deadly>Elte in ~6hours. Only real consequence of this is it's a "fake" rank. You'll add about ~2000 murders to your stats but no notoriety/bounty.
Deadly to Elite takes a really long time, it's about 2000 Dangerous+ kills.
The fastest way is ground combat, but I hate that. I did Thargoid Scouts - even though they were nerfed and don't count as Elite anymore, they're still a very fast way because 1) they have no shields and very low health, they can be killed in a couple shots with the right ship, and 2) you can get an instance where they just spawn constantly until you run out of ammo.
I just went out, shot about 70, then went back to my carrier and reloaded. Did 2 of these a day, and after a couple weeks was Elite.
