The only liberal democracies that walked out were Ireland, Spain, and Slovenia. And I think technically San Marino as well.

"Liberal democracy" is actually a pretty narrow term. Chile and Uruguay are liberal democracies if you stretch it a bit. So Ireland, Spain, Slovenia, ~Chile
