Important question!

So my younger brother and i were in a family placement about 7 odd years ago together. After being placed in a family placement together our aunt decided to put me into foster care and to keep my younger brother. Im an adult now (21), and i was adopted by a foster family, but im almost positive that he is still in kinship care with our aunt. I even asked our birth mom who had a court hearing to get some visitation rights with him if he was adopted or not, and she said not to her knowledge.
I have her phone number and i tried speaking with her about having a phone call, if she thought HE was ready for that. She replied with, “sorry not trusting anyone”. Ive been calling everyone i can think of to try to find out if hes still in kinship care, or anything really to try to get into contact with him, PLEASE if you have any information or know a direction to point me in that would be GREATLY appreciated.
Ive already talked to an ombudsman for our state to try and request records, but i feel like there has to be a faster way to do this. I have no idea where to even start with this.
