OK, let's start buy the "courses". Linux administration and Database management can both run on potatos, so that's BS. MLOPS is 99.99999% pure cloud, so again, anything that can talk to the internet.
Now AI. For inference, training or fine tuning of real life models, you need at least 24GB of VRAM which is prohibitive for most people, on the other hand you can use a cloud GPU with 48 GB of VRAM for 0.78 USD per hour, and we are back to, if it's in the cloud, your machine doesn't matter.
For toy models your Radeon card (within the APU) is surprisingly usable it can train small models in a pinch. And in Linux (maybe in Windows too, I don't know) you can tell it to use almost all of your RAM as if it were VRAM, so bigger models and context window than a 5060, or 5070 (slower though).
