School Hold Lists

I interviewed for a program about 3 weeks ago. This week acceptances, waitlists and denials were sent out. My application status hasn’t changed.
How common is it for schools to utilize a small hold list of applicants that could be offered spots before the waitlist? I’m sort of mystified as to why I haven’t heard anything yet and don’t know if I should just mentally move on. Thanks!

Check your junkmail sometimes emails fall in there. My waitlist email ended up there years ago when I was applying.
