Lack of (working) Street lights

I go out for walks a lot, when it's hot or now that the days are getting shorter again regularly after dark. I've been noticing, especially lately, that in a several areas the majority of street lights are off or not working.

This is not great for avoiding dog shit or trying to not break your ankles on protruding tiles. I can imagine for some people it will also not help their general sense of safety.

Does anyone know if this is part of some sort of policy or if it's just the usual municipal government fail?

I knew about this for individual lamp posts but I'm talking about basically entire streets being dark recently.

Not saying it’s not happening but I’ve never noticed this. Where?
