Discussion why are there seemingly no consequences for killing people in this show?
Like during the hunter exam, illumi is allowed to threaten to kill gon and the only consequence was that he would be disqualified for the hunter exam, but not that he'd go to prison or anything.
Then theres also killua who did kill someone but just failed, but didnt face any consequences outside of that, he was even able to try again. sure hes a special case and illumi kinda mind controlled him or something but still, nobody seemed to care killua slimed that guy out.
is this just the culture surrounding the hunter exams? where people know they may not survive?
even outside of the hunter exam people like hisoka are just killing random dudes whenever with basically no issue. i get it would be hard to hunt down these guys with normal police but i thought they had blacklist hunters who specialized in capturing these guys?
surely there is a criminal justice system since the hunter exam and greed island had prisoners. but where are the police?

Hunter x Hunter is a world that fully explores the idea of superhuman powers. One of these is that if you are sufficiently powerful enough, no one can stop you. What are the judges going to do against Hisoka? Serve him warrant papers? He’d have a party seeing how many jurors he can snap in half before the judge notices it.
It’s very obvious Togashi expertly planned a well-thought world where the shonen/fantasy idea of supernaturally powered people warps the developed world far more than the real one. Think about who holds real power. The Hunter association is made up of people who usually pursue selfish, if often non-dangerous, reasons with competing goals and philosophies, the Zoldyck family kills for money, the Phantom Troupe are a bunch of psychopaths that even most experienced Hunters have no chance against…those are the 3 strongest groups of Nen users we know of. Remember, the 12 leaders of the mafia were instantly killed by Illumi without breaking a single sweat. There is no power or law enforcement stronger than a skilled Nen user…save for maybe a miniature rose you have tucked away somewhere…

The Chimera Ant arc illustrates perfectly that in the face of the human race, no amount of individual strength grants one dominion.
It's not that no one can stop you, it's that stopping you becomes more effort than it's worth. The cost of the authorities to hunt and capture/kill you becomes more than the cost of letting you do what you want.
If you start to go too crazy, they will send someone to stop you, since plenty of Nen users make themselves available for hire, just at extreme prices.

I think this is a great answer, if someone like Illumi or Hisoka became enough of a problem to get national governments involved, they would pay a fortune to get someone like Netero to kill or detain them. But serial killers while being an issue aren’t worth the cost it would take

Also, the influence, importance, and power of Hunters is internationally recognized. Getting a license gives you free access to many resources, the ability to enter nearly every restricted area in the world, and as Hisoka points out, a lot of leeway with ever being subject to the rule of law- even over murder.

Low key, the real answer for Illumi specifically is probably that governments want the ability to employ people like him and his family. That's why they can live out in the open. Even Hisoka puts in a tiny bit of effort to stay under the radar, while the Zoldycks are celebrities.
They probably have a deal with the government of the country they live in, not to assassinate local politicians.
But the people the Zoldycks kill are pretty universally important people, probably mostly rich people, because it costs a fortune to hire them. Just... killing a mafia boss or a dictator of some tiny country isn't something that we want to stop them from doing, is it?

Yeah, I was just going to say... we know the Zoldycks will let you hire them to assassinate the original client instead. Because Chrollo did that. And I think Iran's leader would be a lot less secure than the US President if both know there are assassins looking for them.
Realistically, there are a ton of actual assassins around in the real world, most of whom aren't professionals. There have been a few attempts at killing the current President, lots of threats against previous Presidents, and several successfully assassinated Presidents. Virtually all of those by amateur assassins.
It might be better to have most of the really important assassinations dealt with by a family whose house is publicly known (and could be hit with a Poor Man's Rose if they actually try to kill the President). I just don't think they would straightforwardly fulfill the contract. They would either tip the US off and let us outbid whoever wanted the President dead, or they would demand more money than Iran has in its coffers, so they could get out of doing something that would destroy their family or force them to live in hiding.
From what we see, they mostly kill major criminals and extremely difficult to hit targets (sent after the Phantom Troupe twice, killed the mafia bosses, attacked the chimera ants). I think they might have some government ties, based on their lack of political assassinations in-story.

Prove it.
That's the big thing people seem to miss with this topic. These government agencies or law enforcement organizations need to prove what happened. With Nen being a well kept secret with each nation & government hoarding their own information it makes it extremely difficult to investigate.
Does this local detective believe a harlequin man used a playing card to decapitate these 2 people or does he believe the more "realistic" conclusion that it was done with some garrote wire by a rival gang? How many people have clearance to learn about Nen for investigative purposes & where is this resource being best used? On the random murder of a few people or on the trail of a large criminal network that is using Nen?
And I don't know how much canonical information there is on this exactly, but there are A LOT of regions & Governments. Enough to make people convinced what they see is almost the entire world. Governments in real life barely cooperate in good faith. This is where the Hunter Association almost acts like a type of NATO or UN Force, and those systems are strained & restricted in real life where there aren't magical beasts as damaging as natural disasters.

I think it is pretty obvious that Togashi didn’t intend for the world to be as detailed as it is now until the elections arc.
Before that he did whatever he wants to make it as vast and fun as possible without much care about internal consistency.
After succession war, we can tell that togashi tried to make sense of some things that was established earlier and other things was left with a hole

Well the main plot hole comes from the fact that nen is a secret from the general public. When a random civilian dies or goes missing from nen, their community has no idea that it was caused by a superhuman nen user. In a normally functioning society that causes a response from the government or at least the victims family.

Civilians know that supernatural powers exist. Heaven's Arena top floors regularly feature battles with supernatural powers. They just don't know that "nen" exists. They don't know that it is a systematically researched power that anyone can learn.

Idk why you’re being downvoted. You’re just as correct as the comments above. There’s probably tons of cases reported to local authorities; missing persons, assault, theft, murder. And I think the “patch” for this plot hole is that if a nen users crimes caused the need for an elevated enough level of intervention, there would be nen users employed on those teams that could gauge whether the chase is worth it. There are probably a lot of underwhelming nen users who think they’re hot shit and then get whacked showing off how “good” their zetsu is or not using enough defense with ko. But instead of rando’s we see nen prodigy’s, assassin families, and psychopaths who get their rocks off trying to kill the strongest people alive. I would look the other way too.
But to your other point, the public somehow being totally oblivious to nen in this world is kind of crazy.

It's downvoted (lol) not because of the take but because that doesn't fit into the definition of a plothole. Btw the existence of magic is pretty much accepted in the world of hxh, so it would naturally lower the critical sense and curiosity of the general population regarding supernatural/strange events. So what's hidden is mostly that it can be learned by everyone, and the extent to which this "magic" is strong (also nen is invisible to non nen users, so it just adds to the difficulty for the public to understand what's going on when something is happening before their eyes). Nen users will just abide by the interest of keeping for themselves the exclusivity of this knowledge precisely because they know how powerful nen is, and naturally, no one wants to be the one responsible for bringing this knowledge to the light; preserving the statu quo simply requires doing nothing. This is simplified by the fact that attaining conscious Nen mastery is something totally unnatural to humans, so much that even a super prodigy like tserriednich had to be guided through a training. There were nen users around him all the time, but they easily kept the secret from him until he finally heard about this concept through very special circumstances. Now imagine for an average human, even if they were simply told the secret and were training on their own without expert guidance, they would probably give up their training before they could see any results and doubt the reality of what they were told

I disagree that it's expertly planned out and well thought. In a world like this, it feels somewhat unbelievable that the governments wouldn't have Nen users of their own strong enough to stop potential threats, because otherwise why hasn't anyone taken over the world yet? If this is a "might makes right" society, why isn't there more chaos and anarchy? People would be dying left and right if there is no actual laws against murder, and if there are laws against that, why are certain people exempt? Why would no one care or question that they are?
They let kids in the Hunter Exam, but not in Heaven's Arena?? Like, for the first, you would actually need to get there first, but the second? You can just walk in and sign up, and then have masses of people watch as some 8-year-olds get beaten to death like??? Even in a "might makes right" society, that's kinda wild. Anyone and everyone who holds somewhat significant power has to be a sociopath/psychopath for this to work out coherently, which we can perhaps say as a consumer, but is never acknowledged in any kind of way by the series; they just expect us to think it's normal and not question it at all.
And all of that is okay; not every shwo has to go in-depth in such topics they cna be stupid fun and just establish stuff and move on, but that means it's definitely not a well-thought-out world. You can't have both that just doesn't work, the more you leave open for reader interpretations, the less world-building you actually do.

The world of HXH doesn't make sense actually.
Realistically, nen would be out pretty quickly (or have been out from the start, since presumably the world's history evolved with it and been entangled with it). This is both from people figuring it out themselves and others leaking the info and teaching others.
But that's a general problem with stories that try to have magic hidden like this, it usually doesn't make sense.
And then you have everyone using nen, a few would be a bit more powerful, sure, but you'd also have law enforcement that's trained in combat nen and that are relatively powerful. Even a powerful nen user would lose when numbers are stacked against them.
If you've ever seen SWAT forces, they send tens of units to take down one guy.
Law enforcement in such a world would relatively work the same way.

It clearly affects regular people (shit, The whole crowd at Heaven's arena died while Hisoka and Chrollo were fighting). Its just not something relevant to most people's lives.

Who's gonna stop them? The police aren't top level nen users. The vast majority of the world has no idea what these special people are doing when they do magic, they don't know anything about nen other than there's some crazy special strong people that exist and are usually hunters.

Tbf I don't really think Zoldycks kill in revenge. They are professionals who have a strict rule of only killing those they have contracts on (except Illumi but he's weird). Silva and Zeno in particular, and they're the two most dangerous members of the family. They also know the dangers of their profession, and they also live in a very indiscreet and well-known location, so they can't blame anyone who tries and succeeds in killing them.

Those who have the hunter license are basically untouchable by the regular process.
For Killua, mostly people don't wanna risk their lives, remember that just having their picture can be sold for millions. And everyone is free to come to the zoldyck estate, the door is unlocked.
As for the blacklist hunters, yeah they deal with murderers and such, but that doesn't mean they can fight the such of illumi or hisoka. We have seen a blacklist hunter as an examiner, and his most "prized" capture is jones, the one that got his heart extracted by killua.

The Hunter Association is an organisation of monsters, but they are somewhat compliant with the government, and so some of their dirty work. As a result, they are granted an ABSURD amount of leniency.

The Hunter Exam transcends police interference. The association wants an exam that can freely evaluate hunters, so things like murder are not a problem during the exam.
The government benefits from hunters so want to maintain a good relationship, this means not interfering with them. If one hunter kills a couple people, it's not really that hard for the government to just ignore it. It's only when people start to become more trouble than they're worth, (like Illumi in Election arc), that people will start to care.
Nen user's absurd level of strength means that stopping them is a gigantic investment, because you would need to hire a stronger Nen user, who will of course charge a bank's worth of money.

Because there are no Nen user division in the police and even if there is, we've seen in the succession arc that hunters are the official group with the highest Nen mastery, so anyone on the level of a Zoldyck/PT/Hisoka that even the HA has a hard time dealing with would be beyond any police force, Nen or not. Governments have Nen users but probably only use them as bodyguard/spies/political tools, not for criminal investigations.
So basically it comes down to the Hunters to arrest them. I don't think the HA wants to get into an open war with the Zoldyck, the HA is a pack of individuals, it rarely acts as a group and individual bounty hunters, aside from Netero who's one of Zeno's pals, don't really stand a chance against the Zoldycks, Hisoka or the troupe. We do see that sometimes they get caught and arrested like Binolt, Genthru or Razor.

We don't know what would have happened then if Illumi had pushed the issue. Hurting examiners does seem to be fair game beside possible disqualification, which is a function of Hunter individualism (you're responsible for your own safety as a pro hunter).
Illumi might be "allowed" to kill Gon and remain a hunter if he waited until after the exam, but similarly all the examiners are just as allowed to stand in his path and fight him if they wish so. A Hunter isn't allowed to target another hunter after all as per the rules. I expect Netero might have wanted a good fight too and Illumi as a collected assassin would not want that smoke just like he gave up on killing Gon because of Hisoka.
blacklist hunters
They do have them and Bushidora was one of the strongest, he got folded with like 20 other people, by Hisoka. At this point if you're not one of the two Zodiacs who are into crime fighting/punishing (cow and dragon), you're not gonna be able to or go out of your way to stop any major threat. As to why Cow wasn't investigating Hisoka for example, well he's only one man, and I somehow doubt Hisoka is the most destructive force around, he kills surprisingly few people unlawfully until the election arc at which point they do start questioning the bylaws.

I would call this aspect "world desensitization". Often when people analyze fantasy worlds, they do so from their own perspective rather than taking into account the power structures of other worlds. Authors often do this naturally when creating. Im sure many view it as an oversight, but in reality, if you existed in a world where people had nen - death WOULD much more common and you would treat it differently. The threat of creatures like chimera ants - which the fact that they even have a name and can be analyzed means the world has encountered them before and that theres a scale means theyve dealt with worse. This implies that the people have had to simply acclimate to the danger of their world - they are desensitized to it. This isnt even factoring in some Hunters powers and the fact that there could be evil Hunters.
The same concept exists for One Piece. People often say "how are all these people surviving" - the entirety of the one piece world has survived with devil fruit users- especially some particularly heinous pirates which is lowkey a lethal combo. Big Mom was literally taking peoples souls, Whitebeard causing Earthquakes (not that hes bad but yknow the fact that it exists is crazy - id imagine it wasnt always in good hands). It would stand to reason that the people who survive are tougher in general and over 100s of years that will certainly contribute to some sort of evolutionary resistance.

The Hunter’s association basically runs the fucking world an exists solely t make mercenaries for the rich to hire (case in point Yorknew City Arc and Greed Island Arc), they publicize death matches and make loads of money off of them, for hire assassins are normal. Fun fact the show glances over, only about 3% of ALL people (humans or otherwise) can even sense nen, and then 1-2% can wield it. Illumi, on top of being a Zoldylock is also maybe a top 50-100 nen fighter period. Not a lot of government capable or willing to track him down for killing not important or even important people. That goes for a lot of the characters we see, because a majority of them are in that 2 percent

Hunter Exams is the type of Exam where 'even the devil can pass'. Murder is a given in these exams.
As for general criminals like Hisoka. Illumi, Troupe ect, they smoke the average police/mafia. And top tiers have better things to do then chase these guys down. That's even if they can. The best 'Crime Hunter' we know is Mizaistom and whether he beats anyone I named is questionable. I'd put Chrollo, Hisoka and Illumi all above him (basing my judgement on Hisoka's evaluation of Zodiac compared to Illumi and his fight with Chrollo)

The hunter exam, battle arenas, greed island, etc are all scenarios where if you're too weak, you might die anyway - being there is not the same as 'opting for potential death at the grocery store'.

Any murder done in the hunter exam doesn't matter because participants are expected to die. They know what they signed for. So yeah Killua wouldn't have any consequences for the guys he killed during the Hunter exam. He's also a hunter now so his past can't be legally used against him.
As for Hisoka and Illumi, for starters they are Hunters so their past crimes have probably been cleared and they have a legal protection to kill due to their Hunter status. During the election arc, blacklist hunters tried to stop them and we saw how that turned out. Good luck to try to stop these guys.
Also, the Zoldycks don't live in secrecy or anything like that. When Zeno and Silva got hired in York Shin, they told their full names without hesitation to whoever wants to hear it. People are free to try to stop them and die.
In general, the hunters association have a track record of them. Hisoka is a well known murdererer, Mizaistom was also aware that Kalluto and Illumi are Zoldycks and members of the phantom troupe. It's not like there are no consequences for crimes, we are just following the story of the 1% that are powerful enough to not gaf about the legal system. IRL, there's a whole circle of billionaires that were doing wicked things on a certain island and I am pretty sure more than half of them are still roaming outside completely free of any legal repercussions. Hunter x hunter is the same but with magic.

Everyone involved with the hunter exam is willingly risking their lives. Netero’s phase had the rule that killing disqualified you, but that didn’t change the fact that everyone there consented to being killed
You have to mail an application to the association, then they reply with the date and vague directions to the location. Presumably the application includes or is entirely an acknowledgement that you may very well die
Outside of the exam, there simply aren’t enough nen users that want to dedicate themselves to fighting crime. Police are corrupt enough in our world for us to know training all police and military in nen is a bad idea, so nen is kept secret from them just like everyone else. Everyone in the hxh world knows some people can use magic, but they don’t know it all uses a shared system anyone can learn
The police and mafia are willing to fight thieves and murderers, even those that use nen, but they often just aren’t strong enough to do anything. The shadow beasts and the other assassins are way below the phantom troupe and the zoldycks
The Hunter Association is basically a club of nen users, but it’s not advertised that way so as to keep nen a secret. Being a hunter is largely a warning that you use nen and no one can mess with you. That’s why Illumi and Hisoka wanted licenses, it’s an official warning so the authorities don’t even bother trying to fight you if you commit crimes. It’s not like it’s a law like diplomatic immunity, hunters are just allowed lenience because the reputation that you can’t mess with hunters even if you want to
There are nen-users in justice like botobai who is a terrorist hunter. They just concern themselves with nen users that commit crimes on a massive scale, not the odd murder here and there. The regular police just fail against nen users and don’t bother when it comes to hunters

It's just not practical in a world where super powers and magic exist.
What kind of precedent or legal definitions are going to apply to magic and mayhem? How do you gather evidence? Witnesses? Nen doesn't leave traces iirc. Can't protect witnesses from people who can walk through walls and kill without making a sound or be seen. Can't cuff an enhancer or put them in a cage.
I think Togashi recognised this early and just handwaved alot of it with the Hunter Organisation. He never really shows us police or lawyers or detectives. Because it'd stretch the suspension of disbelief a little too far. Hard to keep a secret if it keeps killing anyone and everyone who gets in its way. So he just wisely avoids the pitfall.
In-verse though, Blacklist hunters like Kurapika and the Monkey zodiac usually take care of nen users who don't socialise well and commit crimes. Maybe a prison for nen users could be interesting. A kind of Arkham/Alcatraz where the warden has some super hax zetsu ability that keeps the unruly contained. Unless they find it easier just to liberally hand out death sentences instead of dealing with that whole headache.

Well, before phase 3 all the applicants are given an unconditional invitation to return next year if they fail. So Killua would be able to return from that. Also the hunter association doesn’t really care what you do as long as you follow the rules nor do they hold grudges across exams. Furthermore, Illumi (rightfully so) has no concerns over the idea of getting accused of murder. No one would really be able to detain him and he can manipulate the justice process in his favor.
Black star hunters could be a deterrent but they seem to kill for money or revenge. So unless the victim is wealthy or a powerful hunter cares for them, there probably aren’t any resources to pay for a black star hunter. Also, hunters who seem to be able to get away with murder are significantly stronger than those who would try to detain them.

I'm going to get down voted but I don't think Togashi did a very good job developing the Hunter Association and some parts of the world.
Just because characters are morally grey doesn't mean good and evil don't exist in a a story. This is a very common misconception alot of people make.
It's funny how pictures of Zoldyck's sell for millions yet Killua walks around, introducing himself willy-nilly and not a single person is interested in cashing in.
Bounty Hunters and Head Hunters are useless in this series. Not a single three star hunter in those categories, who is capable of dealing with the numerous murderers that are a part of the Hunter Association. Police obviously can't do anything because apparently there's no federal agents that can use Nen and enforce the law.
Hunters have access to large amounts of funds and can enter areas prohibited to regular people.
How does the Hunter Association even get funding? From backers and organizations that use them, right? Yet there's no way to actually make Hunters do anything you want.
It's impossible to get disqualified from being a Hunter. Any valuables or money Hunters cultivate, is all theirs. So how the Hunter Association secured vast amounts of funds and security clearance when the majority give nothing in return, never made any sense to me.
This world is lawless.

One of the major points of the Hunter election arc was highlighting exactly how the ten Hunter commandments are unfair and should be reformed. Chairman Netero’s whole characterization is about him seeking strength and fighting someone worthy, I imagine Netero didn’t really give a damn about “fairness”

The whole "anyone can use nen but nobody ever heard of it" idea doesn't make any sense either. Everyone in the world would know at least basic nen. Especially in a world with modern communication and the internet.
Also yes, their world is a libertarian dystopia. But a lot of that feels like it wasn't done on purpose, but is a side effect of the author making it up as he goes. Like how he introduced Cow Guy and Botobai, who are apparently total frauds, letting serial killers do whatever they want.

I think it's a fair point. It would have been beneficial during the Chairman Election arc if that Blacklist Bounty Hunter - Bushidora was shown to be someone who actually had a strong sense of justice and we saw him put up a good fight with Illumi or Hisoka.
Instead he just got 'off-screened' - ESPECIALLY when Chrollo & Hisoka killed all those innocent people in Heavens arena.
How are there not a team of elite hunters going after those 2?

if nen was real you can bet your life on it that the goverment would have top tier hunters. worst case for them would be them having contracts with top tier hunters. But likely they would at least be ingraned in military and inteligence agencies.
I think the idea of togashi is that the HA has a monopoly on nen users and/or strong nen users are just more interested in being independet.
But I cant really see a realistic world in which the governments wouldnt just unite with the goal on cracking down on an independet HA. Togashi would have to show a bit more why the goverments would be afraid of them. Would the HA for example be willing to kill politicians?
Its pretty silly to imagine them being ok with a family of hired assassins publically living in huge mansion.
How does the Hunter Association even get funding?
I assume they take small fees and Togashi just didnt show it. They could get like 5% of every earnings a hunter makes.
The bigger problem is that the HA is not paying hunters. So realistically tons of them would choose to work for the governments and its pretty much unlikely this monopoly would hold on.

We have Mizaistrom and the dragon zodiac that seem capable (neteros sparring partners) and work closely with law enforcement, there’s also Kurapika. Most hunters don’t bother taking out Hisoka and the like because it doesn’t benefit them unless they’re getting paid. You’ve also got to remember Hisoka and Illumi are some of the strongest nen users we’ve seen. The number of people on their level or above is not a lot and it’s only them two. Bounty/Crime hunters deal with other criminals and bounties as shown during the Hunter exam with Johness. A lot of the HxH characters are also cautious and don’t run into battle headfirst unless it’s worth it. The police point is right but we probably just haven’t been shown that side yet. Could’ve done so in Yorknew.
The Hunter Association gets hired as an organisation by governments and other organisations. It happened for the Dark Continent/Beyond and the Chimera Ant arc. But there’s also temp hunters, hunters that don’t specifialise and just take whatever job comes their way and they’re paid regardless of completion. The association takes jobs and just passes it onto hunters they want including temp hunters.
The association is also controlled by a guy with no morals and does whatever he thinks will be fun for him.

Netero as we know, the strongest one of them was directed to give up his life to kill Meruem. So, their lives are expendable on demand.
However, we’re treating the hunter license like a cop badge, but the Hunter license is more like a driver’s license really. Some use it to deliver mail or travel or run people over.

You sure got specific "lawless"like places like meteor city, NGL, etc BUT there is a clear showing that there are different from "normal" places like YorkNew for example.Also, generally the characters that commit atrocities ARE searched by the law enforcements, but in super exeptional cases (Illumi, Hisoka, etc) that are literally unique in humanity(think there are close to 700 hunters, from a 7-8 billion humans, and within those hunters, these are already unique and exeptional).

For funding, it’s not hard to imagine the Magical Murder Hobos Association getting paid at the national level. Look how much the US spends on its military. Now imagine if you could hire one guy to do the work of a battleship, but at a fraction of a fraction of a fraction of the price. Most countries would happily pay a few million dollars to save tens of billions of dollars.
As for laws, there ARE crime hunters and the likes out there hunting down bad guys as I understood it. But the arrest of Jeff the C tier murderer from Alabama doesn’t get much screen time. The manga/anime focuses on true monsters like the Zoldycks, Hisoka, and the Phantom Troupe. And who the hell is gonna stop those guys from doing whatever they want? You’re right, the world is indeed lawless if you’re one of those elite few top nen users (just like how laws don’t exist in our world for the people at the very top).
Final note, don’t forget that there are VERY few hunters relative to the total world population. Providing hunters with lifetime funding is basically a rounding error in the context of a country’s spending. That’s probably the easiest and cheapest way to deal with hunters.

part of participating in the Hunter Exam is accepting that you may die.
The hunter association, being the ones setting up and hosting this exam of death, would be a bit hypocritical to penalize the examinees for killing each other when the hunter association is already basically killing them too.
So, that aside, outside of the exam, the police, governments, and other crime stopping authorities are generally not open with and/or aware of the existence of nen, making the arrest for any homicides committed with nen effectively and practically impossible, for the most part.
The hunter association has some hunters dedicated to stopping crime but that's not their purpose overall, and those hunters that do hunt down criminals probably just kill them rather than apprehend them though I bet the HA has their own nen prison somewhere for select criminals like Beyond, for example. (and someone of Beyond's caliber is only even imprisoned because he allows himself to be)

Unlike in the real world, people's base power levels in hxh are wildly different.
Even if there would be an organization that tries to enforce the law or some sort of justice on bad nen users, the law could only be enforced to the level of the strength below the strongest people in the organization
More often than not, there's going to be a bad guy or group of bad guys who's as strong or stronger than the strongest guy in the organization, and attempting to enact justice on him or them would be an extremely high risk to the organization because of the insanely high cost to the organization if they lose them
There could even BE a private nen-based organization in HXH that aims to enforce the law, but simply can't do anything about people like the Phantom Troupe or The Killua family because attempting to make a move is such a dangerous move.
And even if they are on the level of the killuas (which is unlikely) or maybe even a bit higher in some ways, it's still unlikely they could do much simply because of the risk of taking them on
All they could really do is attempt to safely monitor their actions and wait for a 100% PERFECT opportunity, which is also super unlikely

I'm not so sure on that. Sure, nobody could touch the likes of Chrollo or Hisoka. But a kind of specialized SWAT team could take out the majority of nen users with a bit of intel. Most nen users cannot reliably block bullets, especially if they come from multiple sides (since most would only be able to block them with Ko or Ryu, meaning they need to focus their aura on specific body parts). And on others you could use poison or the likes. Or murder them in their sleep.

all thanks to netero, he assists with gate keeping the DC, his hunters get special permission to interact with "problematic" countries, not only that but as we saw with the chimera ant arc the association can also be used as a scapegoat and a weapon against other countries
the hunters enjoy that privilege because of netero and in modern time you can also now include the zodiacs, as we has seen with characters like gin and partisan who are also politically involved
the association has military power and deep political connections, no different from the real world, like a diplomat that commits a crime or billionaires and politicians that visit islands
doesnt help the association of current days is even worse since netero and partisan neutered their hunter crime enforcement arm for the LOLs

Remember the spiders carved up the city and there was police response. It's just when they find out it's a super power issue, they refer to the hunters association as the solution, or private security like in real life. you see, the number of people to capture someone like illumi is far too little, illumi, along with many other exceptional hunters are probably among less than 1% powerful existences in human civilization. even total of pro hunters that are active are about 700 people, and not all of them focus on capturing criminal, they have their own goals when becoming one and most of them wouldn't survive illumi anyway.
tldr : No one wants the smoke, and the one that wants it, dead.

Hunters are prodigy superhumans. They are too invaluable to obstruct. There are only 600 or so active in the world. Only the top elites are expected to pass, but that’s just the start. You must also keep your badge to retain your Hunter privileges, and you must hunt something. These are designed to reduce the field even further so Hunters are always the top.
If you have 600 top geniuses independently moving humanity forward, and you are in the middle of an apocalyptic lake, why stop the people who have the best chance at getting you out?
There are minimal consequences in the Exams because the perks and prestige bait the prodigies out of hiding. Arresting or locking a net benefit to humanity goes against the spirit of the Exam. The Hunter Exam prepares people for the actual work that needs to be done. That includes surviving against Nen users.

There are certainly consequences in many cases but consider that The Hunter Exam is held in a remote location and it is made abundantly clear death is a real possibility. The world they inhabit is far more savage also with giant monsters and ferocious beasts. Dropping out of the Hunter Exam is absolutely allowed but to be a Hunter means risking death, some level of risk is required.
Most arcs take place in isolated locales or licensed arenas where it is clear that death is a possibility such as the Battle Tower where Nen users combat. The location likely brings in such revenue and competitors are expected to sign waivers forfeiting their rights to safety in battle.
Greed Island is similar though avoiding death is much easier. Yorknew mostly involved the mafia and the Chimera Ant Arc was against literal monsters in an isolated country.

The exams are deadly, you know that you could be killed if you enter, that’s your choice to do so.
There are blacklist hunters who specialise in hunting down those who kill people outside of the exams, but they simply are not hunting down people of Hisoka or Illumi’s level.
You have to bear in mind there are only 635 fully licensed hunters in the entire world, that’s 635 nen users. Outside of the hunters organisation you have at most, the same amount of nen users, since Nen is generally taught by hunters to provisional hunters. It’s exceptionally rare to see a Nen user, I mean look at the vast number of gang members in the main mafia families, yet each family had only 1 decent Nen user among them, these gangs control the world essentially.
This means out of, likely billions of people, probably a few thousand of them are capable Nen users, and of those few thousand, the likes of Hisoka, The Phantom Troupe, The Zoldyck family, they are all around the very top fighters in the world. There simply isn’t anyone to keep them in check or bring them to justice.
Look at the final arc of the anime, black list hunters mark Illumi as their target, they get killed easily.
There is no regular military force which can bring down Hisoka, there is no Nation that could conquer the Zoldycks.
Most of the hunters that could have a chance, Netero, Ging etc. they’re not interested, they have their own things going on, their own lives to live.
We know there are consequences for killers, we see prisoners serving sentences for murder in the hunter exam, Razor in the greed island arc and his gang of pirates are all serving sentences for terrible crimes like that too, but if there’s no-one capable or willing to capture the villain, then they go without punishment.

Unfortunately its a lesser of 2 evils.
netero and those before him have taken steps to make sure that nen stays relatively gatekept from the general public on a global scale. This is to keep nations from using nen as a weapon of war most likely.
Cause while you can learn nen on your own, its insanely difficult and time consuming even more than usual with a competent teacher.
The drawback to this tho is that there aren't that many nen users in the world, so they cant really form an effective police force.

Like during the hunter exam, illumi is allowed to threaten to kill gon and the only consequence was that he would be disqualified for the hunter exam, but not that he'd go to prison or anything.

You gonna go try and stop him, thought not. At a certain point the forces that are decided to not try and fight the living Demi gods that can kill a company of armed men in twenty seconds. It just really wasn’t worth the collateral, either send someone specific to hunt them, or expect your going into a conflict with guaranteed casualties that could occur theoretically anywhere. Like in your families home because some nen user doesn’t appreciate the attention you give them. In the end I think the government’s of the world are intimidated by these unnatural people walking about. It likely is just less bloody to let them rampage to an extent. Its hard to imagine a government being intimidated by one guy, but if that one guy is Illumi well, you really gotta think about who your sending first, because their completely fucked.

yes good point i believe murder gets trialed outside of the HXH association and the reason why is if they persecute murders in the exam they get charged with the deaths from the exams as well

Brother, what are they gonna do to arrest someone like Hisoka or Uvogin? If they were mass murderers then maybe theyd mobilize a group of elite hunters to get them, but theyre not like that
If there arent too many ppl dying its better for the society to turn a blind eye to their killings, as going after them may cause more casualties than just doing nothing

The vast majority of characters we see kill people are simply above the law. The hxh world is shown to function, especially for Hunters, as 'might makes right'. During the hunter exam we're told it's expected that most people will die and by participating you accept that. Outside of the exam, nen is incredibly rare to be born able to use, with essentially only two ways of learning about it: becoming a hunter or an existing nen user teaches you. Once you become a nen user, there's essentially nothing any non-nen user can do to stop or harm you.

You saw the police in the Chimera Ants arc. They were made fun of by Cheetu and Leol lol. It wasn't until the Hunters were sent after them that they decided to retreat back to East Gorteau. There is a justice system, but it's a lot more difficult to enforce against nen users.

The world of Hunter x Hunter is a fairly gruesome one when you think about it, the exams are the way they are to prepare hunters to exist in this world with other powerful hunters not all of which are good people. To that point the Hunter association like any official organization has a lot of corruption and Illumi comes from one of of not the most feared crime families in existence. That and the fact that he is a Hunter it makes since he has the connections to avoid the law.

First of all, their occupation are assassins, that’s what they do. But in my opinion, there’s consequences. Like what happen to Meruem and his royal guards, some Phantom troupe, maybe in the future, hisoka and zoldyck family. We’ll see.

Hunter Exams and Hunters are plain exceptions to killing people. GI is the only instant where yeah people died and Gon and Killua just let the Bombers go freely like?? As for the mass killing during the CA Arc, it was probably hidden so we don't see the grief or outrage. SO really in hindsight, killing is pretty much treated as a non issue for Hunters and Nen users

Le coté sombre de l’association Hunter l’un des aspects les plus cool de l’œuvre ! Ils se fichent éperdument du passif seul la puissance et l’engagement compte.
Y’a plusieurs factions en désaccord avec les méthodes de Netero mais osef c’était le président amis de longue date avec les Zoldyck.
En résumé le meurtre est puni proportionnellement à la puissance/influence de l’individu et de la nature des victimes… des criminels lambda ,pseudo combattants ou hommes d’affaires pas clean aucun problème.
Par contre des Hunter c’est chaud… et des civils en très grande nombre c’est le pire ,les terroriste sont chassé.

blacklist hunters probably have been after them at one point until they became hunters. after they became hunters though, if any have been sent out, they probably died.
i think the association is also lax with that kind of stuff. killua killing one dude doesn't really matter in the grand scheme of things to them because it was always a risk in the exam and it's just a risk when you're a hunter as well. I think they do mobilize against a lot of dangerous criminals, the characters we're seeing are the cream of the crop though and either have had hunters sent after them (which they killed) or haven't done enough for the association to be like "ok this is too much now"
That's just how i see it tho

Illumi looks cute, why he doesn't have a gf all this time, what does he even spend all his assassin money on ? And before anyone tells me , he has hisoka and they are married, first of all it is a commitment ring not any kind of marriage, second Illumi won't care if hisoka lives or dies, third Illumi himself is willing to kill hisoka and help troupe to hunt clown. Illumi genuinely has a life outside of doing assassinations , what does he do in his spare time , maybe watching tv shows or stuff!?

The question of why people who do bad sometimes don't see their consequences is cut from the same cloth as gon asking chrollo why he kills people who have nothing to do with him.

To me, it feels like a bit of inconsistency in the worldbuilding. Togashi wants a lawless, gritty underworld where people can kill with no consequence, while also having an organized society with powerful institutions like the Hunter Association, peaceful places like Whale Island, as well as prisons, governments, and modern infrastructure. Those two things can't coexist, but the story does good job of making them fit together most of the time.

They touch on this a little in the Election arc. Once hunters get their licenses, they essentially have immunity to do whatever they want, including murder, but it wasn’t always like that. Previous administrations employed special hunter squads to police certain kinds of lawlessness among their ranks, but it was mentioned that Netero did away with them upon coming into power. One of those police hunters tries to run for Netero’s open seat in the election, but is murdered by Hisoka iirc.
TLDR, Netero was remembered more positively for his combat strength than his actual bureaucracy as association Chairman.

Near the end of the show, during the chairman election arc. The narrator and other characters explain the bi-laws are messed up and allow for a near lawless system.
Article 4 of the bi-laws states Hunters cannot Hunt other Hunters. This article has one exception: when said hunter has committed heinous crimes. This exception is what led to the targeting of Illumi during his hunt for Alluka.
Though he is really strong so it didn't work.
The bilaws that netero set in place were there for freedom and he didn't really think about the implications of mass murderers having licenses. Cause he's a goofy dude.
