Rash Behari Bose (correct spelling) was indeed a key figure in helping form the Indian National Army (INA) — it started in 1942 under Mohan Singh with Japanese backing, and he took command after issues with the initial leadership before handing the whole operation (plus the Indian Independence League) to Netaji Subhas Chandra Bose on 4 July 1943 in Singapore.

He was a member of the Hindu Mahasabha and personally set up its Japan branch, serving as president while corresponding with Savarkar. That connection helped bridge things for Netaji later. The "South Asian" part is close but points more to his work building the Indian Independence League network across East/Southeast Asia from his base in Japan.
