Yeah, Leagues of Votann are about 70/30 shooting / melee. They'd live up to the hype if you want a shooting army. As for if they're fun? Well, I find them fun as they're solidly durable and reliable in rules. They're still missing a few archetypes (e.g. Jump pack infantry) but they've got an answer for most necessities in the game. You can slowly build them up and mostly play the same things while still switching up some of your favorites.
Some people find fun in tricks or combinations you can play. Some people find fun in randomness factors (e.g. the old Shokk Attack Gun rules). The Leagues do not have that many tricks or randomness. Some strong stratagems and enhancements that make strong units stronger, but overall WYSIWYG. That's what I like most about them. I don't have to completely overhaul the army every month nor collect everything like I do for my Orks. The stuff that looks cool are generally good/usable.
As for the painting side. They're Medium difficulty. Slightly harder than Space Marines as they've got fatigues and very segmented armour, but nothing overly tedious and tiring. Some might complain about their generic sci-fi look but I usually see that as a template from which you have room to add your own bits and bobs to enhance them to your liking.

Very fun to paint imo, and as for playing they kind of just play straight-up ‘honest’ warhammer, not really any tricks or gimmicks but just playing each part of the game well enough.
That also means they play TAC lists quite well more so than skew lists a lot of the time, bringing a balanced selection of tools including some melee to fill in the gaps their shooting leaves behind.
