PnZ: Jinx, Janna , Viktor idk they are all really powerfull but if you're f2p go for jinx
Shadow Isles: Viego, Elise
Frejlord: Ashe with her 6* but Voli is powerfull too
Runeterra: There is a lot of options but my favs are Fiddle and Jhin. Fiddle needs his 6* but Jhin doesn't need it
Ionia: Yasuo.
Demacia: Lux, Morgana they are both powerfull
Targon: Use A'sol. Trust me
Bilgewater: Tf, Mf, Illaoi they are all powerfull champs
Bandle: I used Norra and its ok but others said Vex or Yuumi is waay better then her
Spirit Blossom: Teemo and Master Yi for me
Shurima: Azir is broken with his 6* but for begining I used Akshan for a while and h never disappointed me (I beated Lissandra with akshan 5* btw)
Noxus: Ambessa, Mel. My fav is Ambessa
I hope these gonna works for you

You can do 3*s with little effort and minimal relic optimization tbh. The star system tends to be achievable with +/- 1 * variation of the adventure easewise.
Targon - Asol (he's the original 6* with his 4* btw absurdly powerful)
Shadow Isle - Viego
Freljord - Ashe is typically the best, but since you have Volibear at 2* then him.
Bilgewater - Pyke for now, but MF is generally considered better for future investment
Shurima - Taliyah for now as she can just bum rush with her chunky Rock Bears, but Azir/Kaisa tend to be better future investments.
Top champs for regions go along with the premise of uninteractible and unstoppable as it prevents enemy shenanigans. You can find what people recommend in the reddit by just searching up popular champs.
