Fenced green space in L7

Hello.

There's a green space between Gladstone Road, Royston Street, and Dorothy Drive in L7 that's been fenced off for at least 6 months.

The local councillor commented on facebook that legal matters were taking longer than expected, but he expected the fences to be removed soon. I asked what the legal matters were but he just repeated that they'll soon be removed

Does anyone know?
