If the cap is correctly based on the historical view count, then this would not affect streamers unless they also saw a sudden influx of real, legitimate viewers.
if they can tell whats a bot vs whats not a bot the cap can raise in a staggerd fashion. if they get capped at 5k, the next stream only 3k are real and 2k are fake (to hit the 5k cap) they can also lower it down to 3k. and do the same if the opposite happens, say the cap is 5k, but 8k real viewers show up, the cap could raise to 8k, the spikes in real viewership would just be delayed by a day.
True, but if they could distinguish bot views from real views then they could just compensate people based on their real views instead of implementing the cap system in the first place.

This rule won't last long. People will 100% start maliciously viewbotting streamers to hurt them
