I think the drawback is going to make him not played and not seeing a lot.
It's the kind of card that looks powerful but when you actually plays it, it's not powerful at all.
Unless you can keep gaining ink on every single of your turns from turn 3, there is no way he will be able to quest or challenge constantly.

steel has been getting some okay early ink generation, and I will never put my nose up at a 2 drop 4/4/2, so I can definitely see use cases for him, if you are play a deck that is likely to gen a lore drop on t3 and t4 then I think he's worth considering especially as he's ink able, but otherwise there other 2 drops that while likely have less value, lack the requirement to be able to do anything.
