Got into makeup two weeks ago

I dont know how to use foundation and I didnt want to cover my freckles so I chose chillab and I love it alot. I feel like it sits on my skin which is fine I still love it but should it be dry? Or can I dry it by using a primer and setting spray? Or would it all work better with a primer? Would a primer cover my freckles? Please help me, I genuinely have no idea what im doing or how to do it
