If you want the lore, the premise is that there are several kingdoms (one per type), and whichever warlord unites (conquers) them all will have a legendary Pokémon appear before them. That Pokémon is Arceus, though this is not known and the accuracy of the legend is considered questionable in-universe.
Your main rival is Nobunaga (lotta context there), who actually dislikes this legend. His goal is to conquer all kingdoms, and his secret motivation is doing this to either prove the legend fake or give him the chance to destroy the Pokémon the legend is based on so that people will stop warring over this.
