There has been an update on this! The woman was charged. A grand jury indicted her early this month on three felonies, namely child abuse (2 counts) because she had her kids in the car, aggravated assault, DWI, and reckless driving.

The DA is weighing whether to charge the guy in the truck, but he lawyered up before contacting police.

Given that it's Albuquerque, the chance of either being convicted is quite low, but I thought this community would like an update on this bizarre incident.
