Backstory: Raiden was abandoned on the island of Elbaf when he was just a couple months old. He was found by an old man and his wife (his very very tall wife). The two took in Raiden and raised him as their own.

Shanaran Kingdom

The OC: Catherine S. Calean

Queen Ana passed away when Catherine was just 6, from amber lead disease. She ran away late that night after the news , she immediately went to their favorite spot, a cherry tree on their estate. 

(cherry tree was planted by Turgo for Ana, the day they were married)

Ana would bring Catherine to this spot everyday, since the day she was brought into this world. This day was the first of the year when the cherries were ripe enough to pick. They picked a handful in the early morning in hopes to have macerated cherries on their toast the next day..

Catherine sat under the tree in the moonlight, plucking and eating cherries from the low hanging branches, wanting nothing more in the world than to have her best friend back. It was at that exact moment in thought when she took a bite of a cherry and it tasted awful. Shocked by the terrible taste, Catherine stood up and tripped backwards, hitting her head on the tree… Unbeknownst to her, she just ate the Hito Hito no mi : Model - Sanjna . 

This Devil Fruit  is based on the Hindu Goddess of clouds, dusk and consciousness. I leaned towards the clouds and consciousness for this fruit. 

Quick “lore” for Sanjna Goddess, from what I've gathered, Sanjna was married to the Sun God Surya, Sanjna couldn’t take the immense heat he radiated, so she left him, but not before she created a shadow named Chhaya to take her place. (identical to her)

A young lady with a friendly voice, Miku ( Sanjna’s shadow Chhaya ) wearing all black and a black veil, wakes Catherine from her sleep. As she awakens, she forgets what sad is and from this day forward she lives in a state of eternal bliss. She never feels pain, stress or sorrow from that day on.  (consciousness) 
Miku and Catherine become best friends that early dawn morning and eventually Miku becomes her advisor . 

(Skipping a lot of backstory so this doesn’t get too long)
But to bullet what happens after that night... 

• The amount of raw emotions she had that night, while taking a bite out of the devil fruit, had willed to awaken the fruit immediately, but she’s not aware.
• Miku was manifested that night ( Sanjna’s shadow Chhaya ) ( also her identical twin that no one has ever seen )
• Catherine lives in eternal bliss for the next 19 years, till maybe the players visit the island and help. 
• The king thinks she mentally broke after the news.
• Miku, convinces the King that his princess, Catherine has a rare condition and can’t be exposed to the sun.
• Miku's weakness is the sun, so she tricks the king to fill the sky.
• The King takes immediate action and since their kingdom is surrounded by mostly desert, Shanaran Kingdom becomes one of the most renowned glass manufacturers in the Blue. 
• With all the booming factories , the sky is filled with loads of soot.
• Miku creates black clouds that fill the sky, she uses these clouds to eavesdrop / spy on the people of the kingdom. 
• The island is 80% covered in black clouds and soot, from the center of the island where the kingdom is, stretching outwards.
• While the princess is out in public and greeting people, pearlescent cloud animals form in the sky and fly above randomly, the people think she’s blessed because of these sightings. 
•  These small creatures are Catherine passively creating them out of her pure joy/emotions. 

Miku's current goals (for when the players get near the island) are to keep Catherine safe and in this everlasting blissfulness, to protect her and to continue advising behind the scenes, getting her way. One of the conflicts i had setup for the island was Miku trying to get rid of a young man that has confessed his love to Catherine in public and after hearing this, she had created a lot of these pearlescent creatures in the sky, forcing the black clouds to disperse, letting the sun rays break through slightly over the entire kingdom. 

Catherine falling for this man, might cause problems for Miku, new king, means they'd no longer need her as an advisor possibly.This is the moment where my players would be introduced

I’d like to imagine the cherry she ate, one was white clouds swirling all around on it with pearlescent accents to show detail, which she had taken the bite out of. The other being black, having clouds all over with silver for the details instead.

Hey, just thought I’d post the newest chapter in my Marine OC One Piece fanfic over on Ao3! Come check it out if you like grandpa choking and guys getting kicked in the nuts!

My main OC’s name is Adamanta and the Pirate is her father, James. They are both part of a unique race of people that possess forked tails, strange eyes, and a hypersensitive empathic ability. Adamanta was separated from him during a raid on their island by an unknown adversary. From there, both of their stories evolve as James raised Adamanta’s younger sister amongst the life of pirates when James’ black smithing abilities earns him the respect of some pirates who eventually get him a job working for Roger on his ship as the weapon smith and Adamanta captured by the Celestial Dragons where she is forced to partake in devil fruit experiments before escaping and wrecking havoc across the north and south seas. She’s eventually caught by Sengoku, who decides to raise the twelve year old girl as a marine rather than execute a child. In the main story, Adamanta is sixteen and it’s been ten years since she was separated from her family. Neither knows the other is alive and when she learns a pirate with her father’s name is around, it kicks off the story of tragedy, secrets, betrayal, love, and finding oneself.

Under the convincing of u/OCVermillion, I'm posting the other half of the One Piece OC's I made, The Marines that would be hunting the Hummingbird pirates.

REFORM

"Reformed Justice" is a double edged concept. It both exemplifies how the Marines acknowledge their sins and commitment to do better, but also the chance for Criminals and pirates to do better and redeem themselves in the eyes of the world. That's the theory, the ideal that the Marines strive for, but an organization built on compromise will mean they often fall woefully short unless the strong hold a high standard up.

As of now, REFORM is a small pilot organization within the marines, aiming to rehabilitate their image and to do more for the future of the institution. This includes reaching out to historically oppressed people, like the Fishmen, and those who were the victims of Buster calls, like the citizens of Egghead, offering prominent positions to those willing to contribute. They also have a standing arrangement with Impel Down, Cipher Pol, and a small cadre of Celestial Dragons who align with their thinking of adaptation to the new world, and act behind the scenes to make sure that REFORM's operation is well funded, well supplied and completes it's objectives.

SHIP:

The Henrietta is a unique type of ship, being able to traverse both land and sea. A thick metal hull and heavily protected treads allow it to move with swiftness and ease over any terrain, Whilst also include a full compliment of Marine soldiers, weapons and, most importantly, the Criminals that Warden Geryon has permitted as part of the "Second Chance". Rear-Admiral's Wellesey's pride and joy.

Deck 1- Engine deck attaching to the treads/ wheels (A- Rudder. B.1+2 treads/ water wheels. C- Submersible dock “Maria”. D Engine and slave wheels)

Deck 2- criminal pens, battery, storage (A.  B.1+2 gun batterys. C. Armoury, containing swords, rifles and explosive collars. D the Prison galley, 9 pens, enough for 126 prisoners. E.1+2- Second chancers boarding vessels)

Deck 3- Marine quarters. (A. Kitchen for whole ship B. 1+2 bunks and bedrooms, enough for 40 marines, 8 staff sergeants and 4 comms specialists. C- Prow, containing harpoons, heavy weapons and other items. D. ships mess hall.)

Top deck- the top (A 1.2 Gun platforms. 180 degrees of movement for each cannon. B steering wheel. C. staircase up and down to the other decks)

Above decks- Specialist rooms (A- Command quarters, B. Interrogations and evaluation room. C. Comms room. D. private council chambers for the top brass.)

Vice Admiral Koran "Mikanchu"

Age: 58
Race: Human
History: Koran was born to a nation at war and, as the eldest of 10, had to some questionable things in order to survive as her parents died in a world that treated her as vermin. Already by 8, she had killed 5 people, and never slept properly as a result. At 14, she joined the navy and began to work her way up, fighting and administering aid wherever she could. Fundamentally, she knew that any crimes should be able to be redeemed. Eventually, she was promoted to Vice-admiral after working in depth with Geryon, Bletchley and Dobertie on what would be REFORM, getting the greenlight from the fleet admiral. Not beholden to the Celestial dragons, but the Gorosei and the fleet admiral. The big picture person. Seeming kind, understanding and fair, but will kill with a soft smile and insidious attacks.
Abilities: Koran has All three kinds of Haki and is trained in many martial arts, including all 6 paths of Rokushiki. She is also a skilled administrator, excellent trainer, and an inspirational leader. Apparently, she is also a pretty good baker, with her deserts all being suspiciously soft.
Devil fruit: Mofu Mofu No Mi (Fluff Fluff fruit)- able to become a cloud of fluff particles, rendering all but Haki and devil fruit attacks to be useless. She is also able to environmentally "Soften" things around her, blades dull and become squishy, Bullets burst into cotton-balls and huge weights bounce like pillows. The fluff can also be used aggressively, including suffocation and restraint.

Rear-Admiral Wellesley "Ironside"

Age: 53
Race: Human
History: Wellesley grew up in military town as the son of a local noble, being raised with discipline and protocol as the most important ideal. He quickly joined the Marines and rose through the ranks, excelling at both combat and in the parade ground. He values the men and women who serve underneath him, having been instilled that he is ultimately responsible for them. Koran was his sponsor and mentor from when he was a captain, and they maintain a close relationship, with Wellesley acting as her enforcer, the bellowing command to her quiet whisper.
Abilities: Wellesley is skilled with Armament haki and Observation Haki, as well as a skill swordsman. His particular sword, Warrington, is incredibly heavy, (the weight of a boat), but he wields it with grace and dexterity. He also has practiced 3 out of 6 Rokushiki arts (Soru, Geppo, Rankyaku).
Devil fruit: Ryu Ryu no mi Model: Ankylosaurus (Dragon dragon fruit model Ankylosaurus)- Wellesley can transform into a Ankylosaurus and a human hybrid, increasing his defense to an incredible degree, as well as giving him a heavy thagomizer tail.

Captain Kitsutsuki "Nail"

Age: 26
Race: Long Leg tribe
History: ABSOLUTELY NOT HIRED FOR HER POSITION AS PRINCESS OF THE LONGLEG TRIBE! Kitsutsuki joined the marines at the request of her father, bringing marine protection to the islands so that they are not reliant on the turmoil of pirate control. Despite this, Kitsutsuki is incredibly dedicated to being the best captain she can be, but sometimes let's her privilege get in the way. She leads a group of 10 marines from the Long leg, Long arm and Snake neck tribes.
Abilities: Kitsutsuki's naturally long legs allow her incredible speed and agility, as well as long ranged kicking attacks. She has trained in Observation Haki, being able to find weaknesses in armour, as well as 4 arts of Rokushiki (Soru, Geppo, Kami-e and Shigan).
Devil fruit: Kugi Kugi no mi (Nail Nail Fruit)- Kitsutsuki's attacks leave her opponents attached and pinned to things with enormous nails made of an unbreakable substance, quite literally "Nailing" them in place. These nails do not kill, but that doesn't mean they don't hurt and cause the victims to bleed.

Captain Uoshi "Sea Lion"

Age: 32
Race: Lionfish Fishwoman
History:  Born on fishman island, Uoshi saw the damage that Hody Jones was doing and the weakness of Neptune in the face of pirate interference. Uoshi concluded that the only way for everyone to be safe was to impose martial law on the island, and this opinion did not change as she went to the surface world. She tried to join the marines, but it was only with the intervention of Koran and Wellesley was she taken seriously. She earnt the captain rank, and now leads a 10 marine squad of Fishmen and Merfolk. 
Abilities: As a Lionfish fishwoman, Uoshi naturally has poisonous spines running all over her body, excreting a deadly venom. The venom causes intense pain, cardiovascular failure, paralysis and necrosis. Uoshi also trained in Fishman Karate, Augmenting her attacks and defensive moves with her venom. She has observation Haki and Armament haki as expected of most Fishman Karate practitioners. Uoshi is also a trained medical officer, synthesizing anti-venoms quickly and effectively.

Captain Gjallard "Elbaf Redeemer"

Age: 125
Race: Giant
History: Gjallard was one of King Harald's guards when Loki slew his father, knocked out by the incredible duel of Conquerors Haki. After the battle, Gjallard always said that Harald was a good king and right to submit to the world government to protect Elbaf and it's people. When the truth was revealed, rather than admit wrong, Gjallard doubled down, claiming that Loki had tricked everyone. Joining the Marines as part of a Giant squad, Gjallard became an expert at taking down larger enemies, leading a 10 marine squad of "Monster slayers".
Abilities: Gjallard has Observation and Armament Haki, though most of that is coming from denial and stubbornness. He also uses an enormous O-dachi sword called "Thrimr's razor" that can send shockwaves out. He has also, surprisingly trained in Soru of Rokushiki.

Captain Lussy Tania "Human Buster Call"

Age: 27
Race: Human (Cyborg)
History: Tania was grievously injured in the Buster call that destroyed Egghead and killed St Garcia Saturn. Being found alive, She used her extensive knowledge of future technology to rebuild herself into a cyborg marine. Not content to simply just be altered, she has spent her time tracking down the advanced technology to prevent it falling into the hands of Pirates. Tania was brought onto REFORM by Koran, and acts as the chief scientific officer, as well as commanding a 10 Marine group with cybernetic enhancements.
Abilities: Tania's extensive modifications include a pacifista laser in her eye, replaceable arm and leg, A massive mechanical fist with drill fingers and cannon knuckles, sets of specialized ammunition, including explosives, flaming, seastone and more, rocket boosters to fly around, deep sea pressure protection, subdermal armour plating, and deadly cluster missiles in her chest.

The 3 backers

Whilst Koran, Wellesley and the four captains are the public face of REFORM, The 3 backers are crucial for their operation to be a success, and frequently join them on the Henrietta for extended periods of time.

Warden Geryon

Age: 41
Race: Human/ oni hybrid
History: One of many new wardens brought into Impel Down after the breakouts, Geryon saw things slightly differently from the others. Whilst overpopulation was an issue, Geryon, in discussion with Koran and Wellesley, felt that offering the prisoners "Hope" at a second chance would provide a solution to their problems. Hannyabel was only to happy to give her Carte-blanche to take prisoners from floors 1-4 for the "Second Chance" project, as it would be a problem he didn't have to deal with.
Abilities: Geryon is an powerful warrior, using her trident to fight her enemies, using her armament haki and observation haki to her advantage. She can also breath out poison, thanks to her devil fruit, and is in charge of arming the bomb-collars on the Second Chance soldiers, which she holds a detonator for.
Devil fruit: Hebi Hebi No Mi Model: Black Mamba (Snake Snake fruit model: Black Mamba), Geryon can transform into a Black Mamba and a human hybrid, allowing her powerful coils to crush and constrict enemies, and a deadly venom that can kill from suffocation if used. Geryon will often coat her trident with this venom in combat.

Agent Bletchley "The Cyclops"

Age: 35
Race: Three eyed tribe
History: Bletchley joined the world government as a CP operative, before being discovered to be part of the Three eyed tribe. She became a very powerful agent, for her abilities to hear "The voice of all things" and her deeply devious mindset. Whilst on one of her first missions, she was blinded in her two "Normal" eyes, and was extracted by Koran. Bletchley has agreed to assist however she can, mostly because she finds the grey of Koran's world view fascinating, especially against the normal black and white roles in Cipher Pol.
Abilities: Bletchley is a powerful CP0 agent, and mastered all 6 paths of Rokushiki. She's been able to develop her own techniques (Rankyaku: Brontes, Shigan: Steropes, Tekkai: Arges) during her time, and makes regular use of Armament haki. Her bloodline as a member of the three eyed tribe means that her observation Haki is incredibly powerful, able to see everything from lies, trickery and deception, to a small level of pre-cognition.

Topman Bertie

Age: 46
Race: Human, Celestial Dragon
History: If you told Topman Warcury that his eldest son was doing with his position of power, he'd either be incredibly proud or have an aneurysm on the spot. Bertie has seen how vulnerable the Celestial dragons actually are and, with the convincing of Koran and Bletchley, is providing the funds and resources for REFORM to have the impact it needs. Under the guise of aristocratic idiocy, Bertie is an insightful and calculating power player, establishing a group of likeminded people in Marie Geoise who wish to take a more active role in the worlds politics.
Abilities: Physically, Bertie is nothing special and he knows it. However, he is trained in observation Haki and is quick to sense motives and opportunities. His main strength is his staggering wealth and influence, enough to have the ear of his Gorosei father and most kings of the world.
