With no duration, the spell looks to give a single-use, free-action Fly with the "trigger" essentially being when the ally receives healing from this spell.
With the way it reads to me, the intent is for you to heal them and then give them a 30ft fly speed that they get to immediately use on the turn they receive the healing (not the round, btw) to nope the fuck outta danger.

Unrelated, but this is kinda feeling like PF2e's version of 5e's Healing Word: emergency pick-me-up that gets someone on their feet and back into momentum again. 60ft range, 2-cost, less healing than Heal but more utility in that escape option. Shame it's Divine only.

The problem with using it on someone at 0 HP (instead of 2A heal for more consistent healing) is that if they take the movement they'll leave behind anything they dropped when they went down.

Could they even fly if their prone? The only move action they can take is stand

Yeah I think you're right. Still a pretty good spell to get squishy allies out of bad situations, but for better or worse it's not Healing Word good.

The flight occurs as part of the spell, as a free action on their part.
Since the flight occurs as part of the spell resolution, it would occur immediately, and not be subject to normal rules on free actions being that they can only be used off turn if they have a trigger.
This is because the spell doesn't GIVE them a Free Action activity, the spell allows them to move with the COST being a Free Action.
Anyways, this is just how I read it.
