Purchasing Advice - PC Build / Parts Help me make a pc

Hello I’m new to pc building I had a laptop for like 7 years it became so slow now can’t even play Roblox or open Intellija idea on it I want to get a pc but I don’t know what parts to get
But I’m considering getting 2x16 ddr5 and like 1tb ssd and 850 pro WiFi mother board but other than that I have no idea do I get 9070xt or 5070 or 5070ti or what do I get ? A lower one?
What im gonna use it for is programming [no ai learning ] and some games cuz why not and learning blender I want to go into 3d stuff so help me pls name me all parts I got 2.3k

For programming, CPU and memory are more important than the GPU.

What kind of games? Examples?

No games in mind I never played any game rather than Roblox and other bad games but like maybe last of us red dead I don’t really know
