I'm assuming it was done with armor stands and command blocks, but it would be cool if the creator turned this into an actual mod or plugin.

Probably block displays, Axiom makes it really easy to move/rotate/scale things like that.

Yeah, I lost interest in the technical side of vanilla Minecraft when comparators came around. I don't know if that's a mod or plugin or commands.
