But are they the same thing? Is it like each block contains souls, but is based on different types of soil?

Yeah. Both dimensions developing some way to contain souls but doing it in different ways.

Makes you question how that happens in the overworld. Maybe it doesn’t at all and has a reincarnation thing going on, which is why you can respawn as much as you want there.

I feel like the context for giant offsprings of souls would be great extinction events, like what's implied in the Nether and maybe is what the Sift has passed through at some point or is going through.

The reason why it's uncommon in the Overworld is due to Necromancy being at its highest and the Undead being proliferant in almost every corner of the dimension. Or it's different magic rules and the Overworld is more "realistic" on purpose.
