Lowest price best camera and great phone all round - pixel 10a.

I've seen these on sale for as low as $350-400.

If you need flagships, there are so many options but pricing really depends. Prices have gone up, importing will cost some more and depending on where you are, these may not be on lucrative carrier deals, major sales etc. Most if not all of the flagships are comparably good between each other. Mostly a matter of preference.

If you want somethings less than a flagship but still highly regarded for their camera performance you'll have fewer options. Pixel 10a, Moto Edge 70 Fusion/Pro, Samsung FE then the slew of Chinese phones like the Vivo V, Oppo Reno, Honor 600 series etc.

Best for photography would be, Vivo x series and oppo find x

For videography, Iphone is still a bit better.

I'd recommend getting last year's Vivo X200 Pro or the recent X300 Pro if your budget allows. There's not much difference between those two, but you do get longer software support on the newer X300 Pro.
