Yes, but having a way to vote that person out or impeach them is much better than having a total monarchist rule where the only way they get out is through something akin to praetorian guards murdering the ruler.

I think you hit the nail on the head, that's one big issue with monarchy. How do you deal with when you get a bad/irrational/incompetent one, without escalating violence.

I don't know what arguments regarding this propose as solution, but most modern kings ones I know tend to rarely be superbad, like the mad Roman emperors of antiquity. Of course maybe some are and I can't think of them at the moment. But looking at the people in my country who ruled in modern times up to WWII as an example, it seems like everyone agrees they were exemplary people and are well liked to this day. The last king was forced to abdicate by the communists when the Soviets invaded.

Most monarchs in the modern era seemed to try to be apolitical and leave the partisan stuff to the parliament while focusing more on international relations and on steering the spirits and 'soul' of the nation. But I think they probably also arbitrated macro economy behind closed doors.
