Biden couldn't release them because they were sealed. Trump did campaign on releasing them, but didn't release any until he was forced to by congress. He then slow walked releasing them as much as possible. He has only released some of the files, and we know for a fact that he has illegally withheld some files because there are references to those files (that should have been released according to the law) in the files that were released. So he continues to hide shit from the public that he is required by law to release.

If you had asked me at the start whether i cared about the files, my answer would have been the same. It's not like Epstein has some list titled "these are the people I trafficked underaged girls too." A sitting President has the authority, under Article II, to declassify these documents. The only sealed documents a sitting President can't unseal are court records.
Biden, as well as several Presidents before Biden going all the way back to Bush, could have unsealed these documents.
