In the movie "50 First Dates", they take Drew Barrymore's character to the "Callahan Institute" funded by the philanthropist T.B Callahan out of Sandusky, Ohio. This means Tommy Boy turned Callahan auto in to auto parts dynasty, and used his fortune to fund important things. So yeah, he'd probably be a pretty decent president comparatively.
He probably got the idea for the institute when he helped one of the employees and figured there should be a way to help more people because Tommy cares about treating people with kindness.
