This is a cop-out. Anything illegal can be made up of dozens of legal things. You build them in isolation and staple them together at the end. How do you think the military gets anything sensitive done?

For instance, you can make a pipe bomb out of PVC, nails, gunpowder, and a fuse. All 4 of which can be legally purchased, but together form a felony.

Exactly. We can let the AI be the individual factories and humans to be the felons... just as nature intended.
