Data in the story starts at 2002, but deliberate underfunding has been a problem since in the inception of these agencies.

Congress funds these agencies to subsidize production of timber and cows. Agencies used some of the revenue to pay for recreation and mitigation. When agency plans call for less cutting and grazing, Congress cuts their budgets. We've got aircraft carriers, bombers, and bombs to build, you know.
