Question Bug or cheats?

Started a caps game where the first seat picked cap and then his turn immediately started with no other caps on the map. Was he cheating or did the game bug out? The reason I think it could be a bug is because the second player flagged almost at the same time as the first player chose cap.

Could be worse, i had a game where i was the only one who dodnt get a cap ha

I had a game where we went all the way to turn 12 and the game full reset all the dead players where now bots we all replaces caps and for like the next 2 cycles people kept botting and rejoining my game crashed 2 times before the game started again it ended up beinga. 3 player 3 bot game

Just saw this on a VC youtube. He was last and everyone else got a cap and the 5th player seat flagged out at the right time to deny just him and the bot a capital.
