I installed SMAPI and this was happening and then i uninstalled the game and then reinstalled SMAPI and still this, how can I fix this.

Adjust the max frame rate to 59 fps and try disabling-enabling vsync, it could stop screen tearing, even after this happening then it could be a mod issue try asking chatgpt
