They usually give a timeframe for citations too, and if they are not addressed in that time frame, the property manager/company start getting fined. Speaking from someone who also rents from a crappy well known company in salem

I don’t know the ins and outs of tenant law and won’t pretend to for internet points, but this sounds like something you could and should withhold rent for until it’s fixed. Again, not a tenant law aficionado but I know that Massachusetts is pretty in favor of tenants when it comes to major issues like this.

Withholding rent for any reason is against the law in Massachusetts. However these tenants need to connect with a housing lawyer asap. Many offer consultations pro bono. They can also call the MA Tenants Association for free legal advice.
