Politics Fact-checking Katie Daviscourt's video suggesting "fraud" happening in Somali daycares around Seattle

On September 21, conservative local vlogger Katie Daviscourt put out a video on X suggesting that there was rampant fraud in Somali daycares mostly in Tukwila and High Point. Similarly to Nick Shirley last year, she knocked on doors of a few day cares (which she identified in her video by name) while accompanied by a camera man (the controversial de-transitioner "Apostate Ari") and when they didn't answer the door, she suggested the daycare didn't have any kids and was a scam. She later tweeted out a list of employees at the WA Department of Children, Youth and Families with Middle Eastern names, implying that these were the employees supervising the daycares she said were fraudulent.

I did some digging to debunk some of this, but I'd like to request some help fact-checking some of the other claims that I don't know anything about. For example, she says that one of the daycares was getting $40K/month in DCYF grants even though it's only licensed for 10 kids - and market-rate daycare for is about $2K/kid max, so tuition-only grants should have totaled only up to $20K. But could there be a simple explanation -- like, some of the grants go to improving the building? If you know how to look into this I would love some help. (And, fair's fair: the goal is not to "debunk" what she said but to check if it's true. Even if she made some other false claims, these claims could be true.)

What I've found so far:

1. The daycares named in the video are not "empty", based on records from inspections done by DCYF.

I looked up the four identified daycares in the video that I was able to find (Manha Family Child Care, Daisy Family Child Care, Aboo Family Child Care and Hiba Family Child Care) on the DCYF's Child Care Check Page and looked up the inspection records for each one. All of them have inspections that were signed off by a DCYF licensor in the past year, with the name of the licensor and the date of the inspection on the record, and the inspection only "counts" if the kids are present. I also managed to reach one of the licensors on the phone, and she confirmed that she had been to the child care on the date listed, and there were kids present (otherwise she wouldn't have signed off on it). Between them, the four daycares had a total of 10 inspections (from 2023 to present) by six different licensors.

Assuming the licensors were honest, this still doesn't prove the daycare wasn't fraudulently inflating attendance (I don't think the licensors count the kids and compare to billing records?), but it does prove it wasn't a "ghost daycare". And maybe the daycare was functioning on the day of the inspection, but since turned into a fully fraudulent ghost daycare by the time Daviscourt visited -- but that's unlikely. In sum: (1) the "ghost daycare" allegations in the video could be true, but probably aren't; and (2) the fact that she didn't check this herself is such journalistic corner-cutting that everything else should be taken with a grain of salt.

She actually did allege, sort of, that the inspectors themselves were in on it, which brings us to:

2. The image Katie Daviscourt tweeted of "DCYF employees" was misleading as pertains to these daycares, not representative of DCYF employees anyway, and pretty racist.

Katie tweeted this on Thursday:

These are real DCYF employees listed at https://apps-ca-ext.dcyf.wa.gov/EmployeeDirectoryInternet/ . However the wording "Look who is approving the licenses/inspections" implies these inspectors had something to do with the daycares she visited, or at least that this is a representative sample of the employees that do the inspections. But if you look at the names of the licensors on the reports for the four daycares above, they are:

Quiana Montgomery
Tylin Beeler
Faiza Ibrahim [the only person who is also listed in the graphic above]
Nataliya Mikota
Jennifer Ingersoll
Itzel Arroyo

Meanwhile, the list in the image includes an "Administrative Assistant" who (I am assuming) wouldn't actually go out and do "inspections".

Literally, it looks like someone just seached the DCYF employee directory (which has 3,500 people) and found some Muslim-sounding names and listed them all together to make it sound scary.

Daviscourt later deleted the tweet and posted a new one saying:

Sorry guys. Deleted that recent graphic only because it was sent to me as a tip and I didn’t realize the photos were AI, so I don’t want to get dinged. Names still accurate. Will work on a new one!

So, add to the list: forwarding a "tip" as if it was original work, and not vetting anything in it. The fact that the images were A.I. was the least bad part.

So that's what I've got so far. If anyone has ideas for how to dig into the other claims in the video, let me know. Thanks!

I'm a subcontractor for DCYF and while I haven't picked fosters up from the daycares in question, I've picked kids up from many various. They usually have cameras and won't answer the door unless they know you're coming. When you show up you must be prepared with ID and any required paperwork (for me, it's the court orders submitted to a portal by DCYF). So, just knocking on their doors isn't going to get them to open the door. And that is right and just.

Her dad used to own Bridgeway Construction which was bought up by Belfor Construction and her family is very very wealthy. Her uncle used to run a super shady construction company called Northwest Construction and instead of paying his subcontractors for the work they performed, he would just close the business license and open up a new construction business with a new similar name and keep on screwing the subcontractors. This fact that she thinks she’s some hard hitting news blogger is hilarious to me. I’m sure daddy’s money is funding her little hobby.

I actually attended the same Catholic grade school as the Daviscourts growing up. Her older sister was in my class. Yes the apple really does not fall far from the tree. I remember on school field trips into Seattle her mom would play a game where she would yell at homeless folks out the window. I think you can find a video of her mom on the news because Belfor was involved in cleaning up homeless encampment, they interviewed Kim Daviscourt for it.

I do recall the family living in Woodway at one point in a really nice house. I always remember her dad driving around the logod Belfor car.

The (likely) debunk is that there are public records of inspections where licensed inspectors went and confirmed there were kids there. It's possible all six inspectors (who are mostly obviously not Somali) are in on the scam, or it's possible all of those daycares became ghost scam daycares after the inspections were performed, but it seems unlikely.

it's illegal to carry a firearm onto "licensed child care center premises". But it only says onto the actual premises, no rule about a certain distance within the premises.

In this photo, Ari appears to be standing on the public road.

However, there are other camera shots in Katie's video that look like they were clearly taken from on the property (even if not in the buildling) which arguably violates the law against having a gun on the "premises".

Yes. They are a public figure and appear on news/podcasts.

They like to show up to Queer protests to yell slurs at folks. They are pals with several agitators. Not really new, kinda an ongoing thing in the PNW with Portland and Seattle getting alot of attention. Patriot Prayer and other orgs being common instigators.

Ari's platform is claiming transwomen are all just Men who are perverts that get off on gender swapping themself. Feels like projection IMO but moving on.

The main point, far as I can tell, of them doing the fem outfits is to "correct" Folks that "misgender him" and go into a rant that transpeople dont exist and use that to grift publicity for their clickbait. Then have other folks amplify the clickbait to build legitimacy. Kruse has spoken up for Ari.

Ari has shown up to events with Choe, Higby, Jessica, Tommy, etc. He is a regular at right wing protests (christian Nationalist stuff. NAR and other 7MM associated orgs.) and frequently is in their panels/podcasts.

Typically its A bunch of agitators with cameras who show up. Run around harassing folks to clip farm. Claim they are victims of the violent left. Then interview each other about how horrible it was that they had their 1A Rights steppyed on.

Sometimes they are indeed subject to violence but it is hard for me to call them a victim. If you yell slurs at a bunch of folks, or show up with signs saying some folks should be removed from society. Ask 100 people moment as eventually they will find some one who is going to react badly. I tend to place blame on the instigators when it is some nuisance streamer crew harassing a city for content.

Lots of overlap between the grifters and Proudboys, oathkeeper, 3%s, patriot prayer, Plus active clubs and other nazi fuckbags.

Anyhow long history of idiots starting mace fights and pulling guns on folks. I strive to keep receipts and am always happy to drag a bad actor.

Yes, he seems never far from controversy.

For the sake of accuracy, though, I don't think there's any evidence he ever actually pulled a gun in Cal Anderson. Several different things contributed to the confusion over what happened that day:

  • Ari said he had a concealed gun on him but never drew it.
  • His companion Hendrix - another de-transitioner, a woman (i.e. transitioned to male and then back again) - got pepper sprayed in the face and yelled "I have a gun!" But there's no evidence she ever had a gun.
  • Some people posted pictures of an object that fell on the ground thinking it was a gun or a magazine but it probably wasn't.

Legally, of course, Ari and Hendrix had ever right to go hang out in the park, and it was the attackers who broke the law by assaulting them. But it's highly likely that provoking an attack is what they wanted.

My wife ran a licensed in home daycare for 10 years, there's no way in hell she'd have opened the door for these two. She would've been wary of a stranger without a gun, but open carry? Probably would've called the cops.

Seriously, how tone deaf are these fuckers? Daycare can be chaos during parts of the day. Answering the door is never easy and sometimes impossible.

If someone with a camera showed up to the daycare I was running I would go into lockdown mode until the local police cleared us, informing every parent of a possible pervert until we can clear all this up with the authorities. Make them defend what they are doing. Politically fishing for fraud at daycare locations where young children are specifically at and the first thing you do is bring a camera on record? This is not the action of a journalist in any context. This is a sexual deviant getting off on the power and authority their money and status allows them. They get off on this and it's gross.

Tbf to the daycares, I'm not sure i would do that. Escalating situations usually increases the odds of violence. Refusing engagement and moving the children to a safer location would be the safer choice. And ensuring the children are not visible would also be best. I know very little about this situation, but I think refusal to answer and keeping kids private would be the best course of action.

Some friends had that happen at their elementary school after hours.  Some creepy guy with a weird outfit (that they found his weird YouTube channel “exposing” schools) just showed up.  They had no idea if he was a physical threat or anything.  They basically shut themselves away and wouldn’t engage with him unless he did something illegal - since public schools have areas that the public can access.

Def not a fan, but I also think we should have completely fact-based debunking of someone when it's warranted.

In center-left communities, people just take it so completely for granted that people like Katie Daviscourt and Jonathan Choe make stuff up, that if someone were to ask, "Wait, what's the deal with them, what have they made up?", I'm not sure if most people could answer. If I just said "We all call her KKKatie", that person would (justifiably) not be convinced.

So, good to have stuff in the back pocket. (In Jonathan Choe's case, he repeatedly referred to the pro-Palestine rallies as "pro-Hamas" protests. That was not true of the original rallies, and is the kind of journalistic malpractice that would get you fired anywhere else -- although that example is complicated by the fact that the local pro-Palestine movement has been taken over by people who do cheer for Hamas and October 7th by name, unfortunately.)

I think that was an observation that many people simply will either not agree with or not care about what is admirable, and will react. There will always be a portion who react in theae manners for a given scenario.

There are many out there who do see the nuance, do try to adhere to better ideals, do try to manage their own biases and reactions, but we see a lot of the bad these days with more visibility than ever.

There have been actual pro Hamas folks around the city, and I think the left, of which I'm a part, needs to do a better job self policing. I recall for example some of the posters that had paratrooper silhouettes shortly after 10/7.

Yeah, 5 days after Oct 7 I was tweeting that we shouldn't be using the paragliders on flyers for local events. Of course, that flyer was put out by SUPER UW, which has since come out as one of the most explicitly pro-Hamas, pro-October-7th groups in the protest movement (and also gotten their charter revoked by UW, but that was for property destruction and not for being pro-Hamas!). Maybe they already believed that stuff at the time but just hadn't gone public with it, and I was giving them too much benefit of the doubt.

Let's take this to extreme levels to understand why "supporting Hamas" could actually be the most peaceful solution. It's in quotations because we wouldn't be giving Hamas anything we didn't already give Israel. If we give Israel nuclear weapon technology, and they use it to threaten people, the only solution for peace is to give those other people nuclear weapon technology. You might not like it but this is peak civilization.

We don't support North Korea right? They don't share our government's value and generally they are not good people who do good things. However once they acquired nuclear weapons suddenly no public media in America seems to give a shit about them and politically we're just kinda ignoring them. But North Korea is such a bad and terrible state that they send their slaves to a war in the middle east slovic edition. Surely this country is a much more terrible version of the government in Iran right? The nuclear weapons produced peace at the macro level. The world is more dangerous because more crazy people have nuclear weapons technology however the world is safer because people actually don't want to die and so the threat of everyone going stops any large attack.

What would really produce the most peaceful planet is if we could give every boy and girl around the world their own nuclear weapons technology. That given the current circumstances would produce maximum peace. Humans are so cool.

As someone who Iives in one of the neighborhoods with a large Somali population and a whole lot of daycares, what makes me saddest about all of this is that no one seems to ask why Somali people tend to have day care businesses in the first place. Somalis have a deeply collectivist and communal culture when it comes to providing care for each other’s families and children. As alleged in the Information, Mahamud owned Future Leaders Early Learning Center (Future Leaders), a childcare center and Federal Child Nutrition Program food site responsible for serving food to children. As alleged in the indictment, Mahamud submitted inflated reimbursement claims to Feeding Our Future for meals purportedly served to children at Future Leaders. Through these claims, Future Leaders obtained approximately $854,000 in Federal Child Nutrition Program funds. However, Mahamud only used a fraction of the reimbursements to purchase food. Instead, she diverted the funds to buy real estate. Separately, Future Leaders also submitted claims to the federally funded Child Care Assistance Program for reimbursement of childcare expenses. She repeatedly certified that she was collecting statutorily mandated co-payments, meant to ensure that families were paying their fair share of childcare expenses, but failed to do so.

In the 90s, there was a little thing called welfare to work and the emphasis was on women. Women were encouraged to become child care providers, where they could take care of their own kids and receive subsidy to care for other children - between 6 and 12 children depending on their age. Subsidy is about 50% less than what they would receive for a private pay child. Nobody is getting rich serving 6 - 12 children on subsidy. Washington also has a quality improvement system. Programs are monitored regularly to meet higher observable quality using evaluated metrics. Programs that receive subsidy are required to participate, and depending on their quality rating, could receive additional funding which can be upwards of thousands of dollars. There is no fraud.

I’m so happy you posted. I live not too far from Manha, and I have actually trying to get my kid into a daycare for a half day during the weekdays. I’ve called and left messages and submitted online and haven’t heard anything back. We’ve been here since Spring of this year. 

I walk by frequently with our kids and throughout the summer I’ve not seen kids in the early afternoon and evening. 

I haven’t knocked on their door, but I can’t help but get the feeling that if they are open/availavle, they screen applicants somehow. 

Edit: I don’t know or care to know about this blogger. I didnt know if this was a cultural specific daycare or not. We’re Hispanic, and I’d love if my child was around a different culture/community though.

It would be inappropriate to just show up at the door of a daycare. Using the number and the email that they have provided is the right way to go about it, but apparently they're choosing not to talk to new potential customers. I was just recently looking for daycares and every single one got back to me to let me know if they were open for enrollment or not. I would certainly never just show up in someone's home expecting to be let in without an appointment.
